It just seems that way. For instance, if players receive $1000 in bonus money during the month and the affiliate is assessed $250 but the players only lose $200 then that’s where the fee carry over comes into play. It’s a safety net against bonus abusers who seem to be in abundance nowadays.
If the players are not bonus abusers they are more likely to lose $2000 or more instead of $200 after receiving $1000 in bonus money.
