Whether or not the affiliate is currently marketing on your behalf or not, you must pay 25% lifetime on the players that he/she has referred. That was the agreement that was entered into when the affiliate signed up with you – and that is the agreement you must honor.
Going forward if you want to change the rules, fine – but not on any players referred before July 1st.
You should be making a plan to allow for this – not asking affiliates to come begging to you for something they are already entitled to.
