Party Poker is the best poker site for affiliates to promote. I make a ton of money off of their site and they do not shave. I consistently monitor their site by having my friends play X amount of hands to make sure they are not shaving. They have the best affiliate program and that is why they are number 1. Same goes for Empire Poker. Between the two sites, I have over 2000 signups, 500+ for real money. Conversion rate from play to real is fairly decent when comparing to Truepoker and Pokerroom which is less than 10% for me.
