Welcome to CAP and good luck in launching your affiliate business. Many webmasters use Frontpage and its a very user friendly platform to build your sites with. I think you can expect excellent results with it.
Regarding hosting would NOT use Yahoo, but would instead chose a true hosting company such as these:

http://www.jumpline.com
http://www.hostsave.com
You definately want to have PHP, FTP, PERL and full CGI Bin access for future growth.
