Congress doesn’t start from scratch at all.
The bill may come up, but since it is a BIG BIG BIG election year, with the US Presidency, US Senate and US Congress all up for vote, it is highly likely that the Senate will spend most oftheir time campaigning.
Sen Kyl is up for re-election too. 9-11 occurred under his watch, and he’s in charge of the Technology & Terrorism committe. So he has an uphill campaign if he’s running for re-election.
Nevertheless, the Senate is more likely concerned about voting on major issues, such as budgets, Iraq, etc. The gaming bill may fall by the waistside. If it is NOT voted on in 2004, then it is a dead issue and congress will need to start from scratch in 2005.
Just as always with i-gaming, when we deal with Government we deal with uncertainty. But that is where it falls – uncertain for 2004.
