ACTUALLY…
Congress will NOT have to start from scratch in 2004, because it’s NOT a new Congress. They will be able to pick up the bill first thing when they return… if they so choose.
What we have in our favor is that 2004 is a “lame duck” year, which usually means special interests and screw-ball goings-on (yes, screwier than normal).
We have to get to the END of 2004 for the bill in it’s current form to die… 2005 will be a new congress, and only THEN will they have to start over…
