Anything is up for speculation. However given that’s dated 2010, and there’s been huge shake ups in how the Google alog values sites etc…etc since then, not to mention Panda too, I’m personally making sure my sites load quickly. If it doesn’t affect SERPS then least I’m eliminating anyone hitting the back button cause my site doesn’t load quick enough
