You don’t need an official license to use AdWords targeting the UK nor do you need to live there.
I use them for several years now and I’m living in the Netherlands. You just need to apply as an Aggregator. They will review your site and once approved you can start advertising. But be aware, they are quite picky. Banner farms and low quality content sites will be rejected.
