That is correct. I have actually tested to see how much weight my signatures carried in a forum where I have a few hundred posts. I changed the anchor text to a page slightly and saw my site increase for the new term based solely on that.
I doubt one link one do that, so I have to conclude that Google counts anchor text from signatures.
It might be cool to have someone with a few thousand posts do something similar.
