Well that’s not a ‘type of affiliate’.. what you’re describing is some guy signing up so that he can profit off of his own wagers, or get a rebate on bets at sportsbooks, etc.
Require at least one new sign up per month until you have 10 or something sounds fair to me 
. Or a minimum of 5 before you’re even active.. or something similar auta work
