Plus the whole motion of replacing a mechanized process (the algo) with human labor it’s counter-priductive and very costly. Heck, Google doesn’t even handpick it’s directory
Not gibberish at all. It was revealed a couple of years ago, been backed up by people from Google and discussed over and over on SEO forums ever since. There was even a leak of a document that Google hands to researchers with guidance notes quite some time back which I think is how it came to light initially.
