Cant see why not. Everything else is in there. From discounted wooden arrows to tax breaks to NASCAR teams. Why not this! If Frank wants it bad enough this is a great opportunity.
He stated that it will have to wait and I don’t think his popularity is very high right now with this banking mess so he does not want to do more damage. 
Of course I don’t know this for sure, but it’s just my opinion.
