I think you definately need to have both a lot of backlinks and good quality content.
Its relatively easy to get high up in Google, but staying there is another story. In the future I think search engines will study things like bounce rate a lot more, to see if the user found your content useful
And whats the point of getting hits in the first place if your site does not have any decent content that appeals to humans?
