i have submitted to my site to 30 social bookmark for testing and i got atleast 12 to 15 backlinks. so yah it work.
but people actually submit to social bookmark for traffic. but it depends on your site, if people think its interesting they visit.
i have got around 30 to 40 unique visitor extra/ per day for this social bookmark.
