I have gotten plenty of .gov searches on my site over the years. Government is big business in the US, as you know, as it employs thousands.
More than likely, it is a bored (or set of bored) government workers, looking for a place to play. I, myslef, have seen several hits from westchester.gov, and the paranoia flags went up immediately for me.
I host in US, but only geotarget outside of US, so I am in 100 % compliance of this nebulous law 
, as far as my legal staff is concerned. I also declare every nickel that I earn, so if I ever get hit with an audit (or a NETeller-resultant enquiry), I am totally covered.
As long as you aren’t “breaking the law”, I would take a chill pill. But to be on the safe side, you may want to wear the nose and glasses on your next YouTube production.
