They do that often. Unfortunately, they do it for politcal gain. They don’t do it in an effort to “make things right” and they typically don’t make attempts to prosecute. Why? Yeah, that is troubling. Fortunately for me, my interest is academic. I think they won’t survive this. I think they aren’t liquid enough to pay, even if they didn’t have other restraints.
