well I think maybe over the past couple weeks the rules have been changing for neteller , lawyers probably gave different opinion or more importantly their accounting Department said they cant afford to lose all the money in the accounts and since 75% of their books is from USA they had to keep something back.The reasons dont matter ,end result is what counts now.
