Well it depends how much need your users have to post direct working links and/or pictures.
IF you’re getting spammed to oblivion then really clamp down.
(1) Dont allow URLs or pictures on forum.
(2) Auto delete ANY blog comments that contain http://
That should cut your work by 90% – there’s no point spammers bothering if they cant post links …
