Prof, what are you referring to when asking “about average”?
is that average since the new law: or in reference to before the new law?
I can’t imagine that what most people consider to be “on average” now is anywhere near the “on average” before the new law was snuck into place.
just my thoughts. perhaps I’m way off base on that but I’d bet otherwise lol.
