Speaking from some level of knowledge as a previous trainer of police dogs, dogs are the extension of the owner, regardless of breed.

Occasionally there are dogs of any breed with a mental defect that will be violent, same as humans beings.

All others depend on correct upbringing and human guidance to function properly in a human world. Left to their own instincts exclusively, dogs are prone to misinterpret certain situations. Usually the dog that acts overly defensive or aggressive is the result of the owner’s training or lack thereof.

The breed most likely to bite is the Chihuahua, not because of it’s belonging to that breed, but because the diminuative size makes it feel threatened most easily.

Breed banning is a bunch of crap and prejudice by ignorant people, and I do see the parallel to banning of online gambling.

In both cases regulation would be much more useful, and in both cases banning will only encourage an underground industry of doubtful integrity.
