I contacted Neteller about this last week. They had 2 suggestions.
1. If you have the login page bookmarked don’t go directly to that page. Go to the actual home page and then click the link that says sign in.
2. If still having problems go to the Neteller Japan page and sign in from there. This link is at the top of the Neteller home page. This worked fine for me.
