They made a quorum call.
In other words, most of the Senators left the room at some point, so they asked for a quorum call to get them back in to continue the process.
If it were legit reasons, they would be calling it a “Live” quorum call.
They didn’t, they just called it a quorum call.
Generally when this happens, it’s because there is some opposition behind the scenes. This bill is a no brainer to pass, and since the Gambling Bill is the only possible obstacle, that could be the problem. I hope so.
I’m not sure why EOG is saying it passed. Maybe they just figured it would, so they wanted to scoop it or something.

Jeff Sessions is just rattling on about stuff, my guess is to keep them from adjourning. It’s a bit hard to tell from the camera angle, but I don’t see people buzzing around much.
If they can’t establish a quorum, then they must adjourn.
