But we already do it?! We’re talking about getting the major SERPS spammers here, not the occasional errant page. Over the past few months we’ve reported quite a few to Google and the Aff Programs. It’s just a more formalised way of doing it. But yes, the need for specifying what constitutes wayward Black Hat is important.

It’s exactly why Google’s spam reporting tool exists. And if they can differentiate, then I don’t see why an arbitrator couldn’t?
