Is there a web page where you found this. I think a little more detail is needed to have an opinion on it. I’ve seen other calculation charts, but this is the first time I have seen a number of points assigned by the PR divided by the links on that page. You would need to know how many points are required for each level of PR to know if this means anything.
Also, this is probably a better thread for one of the SEO forums.
