If you know a Google engineer then you might be able to avoid it, or if you have a .edu, .gov or .mil domain that you can use. Otherwise, no, every new site that is launched is subjected to the sandbox. Maybe they have exceptions for something like a Red Cross Katrina Fund site, but not for online gambling.
