I have a dedicated server in the U.S.- does this mean I won’t be able to advertise on Google? It’s a register-by-proxy thing in the contact details for the domain.

What exactly is neccessary to still advertise on Google? Can someone define “based in the US”? If I just edited the contact information for my domain, would that be ok?
Is Google likely to allow non-US to continue advertising? There is an Irish and a UK place I’m looking into.
What would you guys suggest?
