I am not an attorney, but I think you would have less liability in Canada simply because you are NOT a U.S. citizen and you do not live in the U.S.
All the stories about “crackdowns” have focused on efforts by the U.S. government. The only way you could be affected is if the Canadian government also decided to crack down on online gambling.
