You need to study your traffic and quality, Clicks, Sign ups, real money players ext.. CPA vs revshare
You need about 1000 uniques a day to build a client base worthy of 10K+ a month but with some solid converting keywords. And of course have some content / useablility that makes people use your site. A wordpress site with some pics is one thing, a site that delivers exactly what people are searching for is something else.

Which sportsbook sites are the best to promote for the higher revenue?

I dont promote sports but I hear bet365 is very good in Europe.
targeted traffic > decent affiliate programs = large player base > $$$
