The last time that I checked, it is illegal to gamble within the Philippines
at an offshore casino. Although, it is not illegal to own an online casino
within the Philippines, if you purchase a license and meet their criteria.

As far as online casinos being blocked within the Philippines, they aren’t blocked
by the ISPs. Some of the Playtech casinos are licensed out of the Philippines, and
Playtech does block access to anyone in the Philippines from visiting their casinos.

You can access many of the other online casinos from within the Philippines.

I’m not sure where you’re coming from, so I’m going to answer as if you were thinking of online gaming operators.

Philippines – Regulated – illegal unless you are licensed by PAGCOR, and at present there is only one licensee. No Playtech operator holds a license to accept wagers from Filipinos (yet).

Gray area. Gambling is illegal except where regulated. No online operator has ever been prosecuted for taking wagers from the Japanese. No specific law with respect to online gambling.

Gray area. Gambling is illegal except where regulated. Unlicensed operators within Cambodia have been arrested in the past. It has been said that licensed casinos who also hold an ISP license are permitted to operate online gambling, though it’s not clear whether or not they can take bets from Cambodians or not. No specific law with respect to online gambling.

Explicitly illegal unless operated by the Hong Kong Jockey Club. Can’t remember any prosecutions here though.

Gray area – expected to regulate online gambling in the next few years, however. Can essentially be treated as an open market, but frankly it’s worse than targeting gamblers in Las Vegas :)

Gray area – gambling is illegal unless regulated. Many prosecutions have taken place under normal gambling regulations. No specific online gambling regulation. If you intend to target this market, make sure you don’t live there.
