Inactive…and also if I submit all page of my site each to google, yahoo… they will threat me as Spam or not?

InactiveIn Google, you are likely to end up with duplicate content penalties if the domains get indexed, so if you are going to do it, then just make sure the 40 domains don’t get noticed by Google. There are several ways of doing this depending on how you redirect: either through htaccess redirects or using META NOINDEX tags, but htaccess is he most efficient way.

Why not you make single page sites on each domain and take links from contents towards that domain name

That is a more logical and effective approach if you have the time. I would add, that if you do that, vary the anchor text to your main site and don’t always use the same term. Better also not to link every site to your main site’s homepage – do dome “deep links” too. Also, don’t put all 40 links up at once, spread it out over a couple of months or more and if possible, host the domains in several different places. And don’t copy the text from one site to the other – make them all unique.
