With congress on vacation Bush has 10 days to sign the bill. If that’s the case he has till midnight on the 9th. Is it 10 business days or 10 calendar days? If it’s 10 calendar days he has 5 days left.

He will most likely sign it today. He was away from the Grey House until late last night on fundraising appearences out west. I suspect he will start signing various bills this morning while he eats his Cocoa Puffs.

    President’s schedule:

The President stays local today. At 9:15 am ET, Bush attends a participates in Briefing on No Child Left Behind and the Education Agenda at the Dept. of Education.

Bush then heads to Woodridge Elementary and Middle Campus, a charter school in Northeast DC, where he makes Remarks on No Child Left Behind at 11 am ET.

At 1:45 pm ET, the President meets with the National Commander of the American Legion in the Oval Office

I would think with it being a security bill that he would want a big show. If that’s the case I don’t think he would sign it over the weekend. So that leaves today, tomorrow and Monday. What are your thoughts Prof?

I am leaning towards this afternoon. The Republicans are taking a lot of heat in the media over this Foley/Hastert business so I would imagine Bush would love to have something to draw interest away from that.

Its also seems like the 1:45 meeting with the American Legion would make a nice segway into signing a Port Security Bill…

If I am not mistaken and he does not sign it withing 10 days then it automatically becomes law. If that is the case he may just do that as the white house was against the Port Security Bill because they thought it was too expensive.

    From http://www.vote-smart.org/resource_govt101_02.php

    Quote:
    E. The President – the bill is sent to the President for review.
A bill becomes law if signed by the President or if not signed within 10 days and Congress is in session.
If Congress adjourns before the 10 days and the President has not signed the bill then it does not become law (“Pocket Veto.”)
If the President vetoes the bill it is sent back to Congress with a note listing his/her reasons. The chamber that originated the legislation can attempt to override the veto by a vote of two-thirds of those present. If the veto of the bill is overridden in both chambers then it becomes law.

    F. The Bill Becomes A Law – once a bill is signed by the President or his veto is overridden by both houses it becomes a law and is assigned an official number.

I think that calendar may be incorrect. I think they adjourned last Friday (actually, Saturday morning) – the fateful day/morning of destruction.

So, if someone can kindap him for a few days, maybe we’ll have a chance.

Congress has adjourned for the elections but they have not adjourned
for the year. They will return for a lame-duck session on November 9th.
