Set up a server on your box, then you can test everything locally before you upload it live. There are several systems that will permit you to do this, I prefer XAMPP (for windows) > http://www.apachefriends.org/en/xampp.html
CHMOD is only used in Unix/Linux operating systems. On Windows you don’t worry about it since you should have full permissions to your files by default, unless you are in a managed user controlled environment, like a company network.
