Well, not sure if this will help or not but I have similar Link Exchange progrma running on my other site with different orientation. Site is online since August 8 and currently revieves a PR4. My gambling site for which I’m offering link exchage is a lot better optimized since this is my second site build on same technology.
Here is an site I was talking about: http://www.free-secrets.org just click on Link Exchange. Browse through the site and you will see that PR is fairly consistent throughout the site.
Its rather simple for anyone interested:
1. Browse to category your site belongs to
2. Click on botton “Add Your Site”
3. Copy and Paste code provided for link back on your site and fill out all fields.
4. Submit.One minus of the system I use is that links are dinamicly allocated as more sites added, with newer sites been listed first. So there is possibility of your link to move to page 2 and 3 etc. System also uses a cron job to auto check reciprocal links. If someone using similar system, please put my link on your site, PM me with location of link and information to be put on my Link Exchange for you site. I will manually add your site.

That really sucks. It makes more sense to reward your long-term partners. Who wants to trade links and have their link end up 10 pages deeper somewhere down the line?
Actually most Link Exchange system works same way. So its a nessesary evil as every new member gets a chance to display his link on front page for his category.
There is a way to increase visibility of your site using this system. Submited link can be set to be premium listing for a fee. What it gives:
1. On front page of link exchange directory there is a box with randomly displayed Premium Listings.
2. Premium listing will ALWAYS be displayed on front page for the category.
3. Whenever search is performed in Link Exchange Directory – premuim listings get priority in results.
4. And each Premin listing gets a cool icon next to URL :p .Since my site is only in process of been googled and cached by other search engines and traffic is low, I’m not attempting to promote the premium listing at this point, although each webmaster gets an autorespond e-mail with an offer upon acceptance of the link.
So its not quite as bad as you think! If you are willing to put a little money – power is in your hands.
