There are two competing bills in front of the senate.

One hopes that nobody can agree what to do to make them compatible.

Its is expected the Senate will vote on an anti-gambling bill when the come back from summer recess.

The next step will be for the bill already passed by the House and the bill most likely passed by the Senate will go to a joint committee.

Once any differences are worked out a final bill will be presented to the President who has already indicated he supports a ban. When he signs the bill it becomes law and subject to immediate enforcement.
