Poker: A Game of Skill, from Russia to the United States The movement in the U.S. to classify poker as a game of skill, and not chance -- thereby exempting it from the UIGEA -- seems to get stronger each and every week. Legislators in conservative states like Texas and South Carolina are actively working to get their states to officially define the game as one of skill. (There's even been a challenge to President Obama to prove the point.) Even Russia, a nation famous for its disapproval of gambling, has already classified poker as a game of sport, back in 2007. And this is creating an unusual situation in that country, as traditional casinos are outlawed.
