H.R. 4411 has been received by the Senate. Senator Kyl is supposed to be fighting hard to get this into the appropriate sub-committees ASAP:

Everything is riding on whether it makes it to the Senate floor on time or not. If it makes it to Senate Floor as an intact bill, it will pass, IMO. Our only hopes are that:
1) It doesn’t make it to vote this year (we delay pain for a year); This is
our best option – it will literally be a race against time. There are only
15 Senate business days left until summer recess, and approximately
30 business days left to election stuff starts taking hold;2) Somehow the bill gets modified to include ban on Horse Racing and
Lotteries (small chance of that, since other laws protect those
interests);3) Banking sector comes out full force against this, since it would
undoubtedly create business hardships on this sector, not to mention
loss of revenue;4) ISP’s rebel – doubtful that they will on mandate, since most of them are
afraid of their ass;5) Supreme Court raises freedom of speech issues. This would be hard to
do prior to it becoming a law;6) Lobbyists come out full force, and sway the Senate. I personally think
that this would have a greater effect in a non-election year. Which
Senator is going to vote this bill down in an election year ? If you are
a Republican, specifically, it could be political suicide, in a year where
the Republicans have already taken a beating. Why take a hit on a

I fully aware of the History of # 1. In regard to # 2, I have 2 questions for you:
1) Did Senate ever try to Add back Horse Racing & Lotteries to their
version of the bill ?2) If YES on # 1, was the current Horse Racing legislation already enacted ?

1. not sure if it was the house or Senate, I think it was the house.
2. but if it was the senate, no, wasn’t enacted yet.
3. Lobbying issues are unwise to discuss in public in any way, shape or manner.

This Bill is being pushed forward by the Banks themselves. They do not care if they lose a few bucks on the gambling money from the small, overseas casinos. The Big corporate casinos will move in for the internet gambling prize. The Banks are pushing this bill along with the Wire Act Bill redo. Cut out the small guy. Business as usual. Mark my words, this will pass in a heartbeat-there is NO lobbying for offshore casinos!
It may vary well pass don’t really matter. We have all seen how internet literate these Politicians can be, pretty funny. If they really think they can regulate the www/internet they all in for a big surprise. There are a gizzilion ways of getting aroung this.

There are a gizzilion ways of getting aroung this.
I imagine that is correct but I also think it would be very wise to get the information out to players while we still have the chance.
If all gambling related sites are blocked by isps then as I understand it a proxy site would suffice to gain access but where are these proxy sites and how exactly is this done?
or if there are better ways please explain
The Senate doesn’t have alot of time to get this bill through the
Committee and then onto the floor. Also, it is an election year,
and I’m not sure that any of those senators up for re-election,
really want to vote on record for or against this right now.The Senate plans on tackling the “rights of detainees” in Guantanamo
Bay once they return from the Summer break. So.. hopefully, this issue

How exactly would they do this if the bill passes?

Passing this bill, in its current form, hurts more than helps this cause. No politicians currently have the guts to ask for a study on how to achieve this, since it is an election year.
Additionally, this bill hurts banks, in that it will require new policies to be implemented to enforce the law (which will cost a lot of money), AND implementation of these policies will reduce credit card activity, which will also cost them money. Further, there are lots of investment banks (Morgan Stanley, Merryl, etc.) that are invested in legal overseas gaming companies, so one would think, in principal, that this would make them be against this legislation.
Nonetheless, this administration and Congress ceases to amaze me with their decisions, so that’s why I’m pessimistic at this point. Our big savings grace at this time, is lack of time in the Senate. That is the card that I’m hoping for.

The presumably good news, is that it’s on page 58, at the very bottom of the current calendar (next to last item). Either July 17th is going to be one very busy day, or this is an exhaustive list of things on the books.
