Make it clear to your Congressman that he is there to represent YOUR interests, not his own, and for him to be taking action without basis in fact against the wishes of his constituents may jeopardize his re-election chances.

And also ask him to show you some data which indicates that the majority of his constituents supports his stand against online gambling as you would like to be reassured that he is indeed representing the people.

If that doesn't put a sock in his mouth, nothing will - in which case you can just make sure he doesn't get re-elected next term.
