The trouble comes in when ACF-Webmaster makes changes retroactively to their approval systems, which was the case recently with their Casino Riva program. The changes to their payment and player verification system resulted in payment delays of three months or more, even for affiliates who were referring genuine players.
The issue at hand is not whether or not the casinos operated by ACF-Webmaster have the right to verify their players – they undoubtedly do.
